Building the National Computing Hub for "East Numbers and West Calculations" - ZDATA's Proposal at the Datong Municipal CPPCC's First Session
On the morning of February 10th, the first session of the 15th Datong Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) was grandly opened. The conference aimed to "take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide, comprehensively promote high-quality development, and gather mighty forces for 'striving for two five-year plans to enter the forefront!'". It fully leveraged the role of the specialized consultative body, allowing CPPCC members from various sectors and industries in the city, who shoulder the heavy trust and expectations of the people, to contribute to the economic, social, and democratic political development of Datong by offering advice and building consensus.
Dong Yinliang, the General Manager of Shanxi Zhongyun Zhigu, a wholly-owned subsidiary of ZDATA, participated in this conference as a member of the CPPCC Datong Municipal Committee. He earnestly studied the opening speech delivered by Lu Dongliang, a member of the Standing Committee of the Provincial Party Committee and Secretary of the Municipal Party Committee, and conducted deliberations and discussions with other CPPCC members around the work report of the Municipal CPPCC Standing Committee and the proposal work report. Combining the strategic layout of ZDATA and the geographical advantages of Datong, Dong Yinliang proposed a suggestion to create a proposal for building Datong as a national hub city for computing power, aligning the company's strategic goals with the overall development objectives of the locality, injecting forward-looking and strategic strength, and contributing to the economic, social, and democratic political development of Datong.
The proposal emphasized the unique advantages of Datong in comparison to other national hub cities for computing power. Over the past five years, Datong has witnessed significant milestones in the development of its digital economy. With the entry of a batch of big data companies and the construction and operation of large-scale data center projects, Datong has become the largest gathering place for the computing power industry in Shanxi Province, with a preliminary industrial foundation for a national hub node. Simultaneously, Datong, as an important gateway connecting the east and west and linking the north and south, has inherent advantages for close collaboration with Beijing-Tianjin-Hebei. Moreover, as an energy-rich city, Datong has the capacity to provide stable energy support for the future computing power hub with low carbon emissions, high reliability, and high energy efficiency, pioneering a new model and path of integrated development with "new energy + big data". Successfully building Datong into a national hub city for computing power with the theme of "East Numbers, West Calculations" is not only conducive to accelerating the development of digital infrastructure and implementing carbon peaking and carbon neutrality requirements but also holds significant and far-reaching implications for coordinating the development of the eastern and western regions.
In his proposal, Dong Yinliang, on behalf of ZDATA and the industry, suggested several aspects to consider in building Datong into a national hub city for computing power:
1.Establish a special team to build the "East Numbers, West Calculations" national hub node. Establish a special team at the municipal level to build the "East Numbers, West Calculations" national hub node, starting from resource allocation, policy formulation, and various aspects of coordination, effectively promoting various work initiatives.
2.Establish effective policies to support the development of the big data computing power data center industry. Prioritize ensuring the necessary land and energy supply for project landing, construction, and the needs of low-carbon data center clusters reaching production.
3.Focus on creating a first-class "ecological" environment that supports the development of big data computing power data center industry. Tilt resources and policies, optimize the business environment, enrich the industrial chain, and create an industrial ecology that belongs to Datong. Relying on universities such as Datong University, carry out diverse cooperation between schools and enterprises, develop more vocational training programs, cultivate talents through projects, and retain talents through projects.
The proposal concluded by stating that as a member of the digital industry field that has been in Datong for a long time, ZDATA will embark on a new journey with more vigorous passion and enthusiasm, striving forward with determination. By focusing on the big picture while taking small steps, adhering to innovative leadership, accelerating deployment, and tapping into the potential of the digital economy, ZDATA aims to create a "Green Cloud Valley" and help Datong become a national hub node of the integrated computing power network, achieving high-quality development in the new development stage.
